It is assumed the four citizens and three government clerks' political leanings are 'Republican' considering the county is touted as being 'deep red' or a Republican stronghold.

It seems to me that every party obsesses that 'cheating' is the only way any party can 'win.'
I think the idea of "winning" is the problem.   The idea that this is a 'contest.'

Rather than a resolute effort determining what 'the people' want.

But then, that's political theater for you... 'telling' us always what to think; never 'asking,' because the answer doesn't really matter to them.

Could this be a 'Desperate times call for desperate measures" scenario? Government clerks are also aiding in the cheating and now the reality of people turning to the burning of ballots. 

Those that are brainwashed into either cult have no other way out but through cheating or violence.

I agree that we are always at risk... regardless of "who's president," of sleepwalking into fascism.
The steps to get us there are always "honorable and necessary" regardless of which player sits in the captain's chair.
